Increases the capacities of railway warehouses to a more realistic level.

Main buildings: 20/40/80 -> 50/100/200 for Lv. 1/2/3
Side buildings: 10/30/60 -> 25/75/150 for Lv. 1/2/3

Adjusted based on the storage density of road cargo buildings. Now, the railway warehouses are no longer bloated and empty.
